More equal treatment for private business, job creation and action to narrow income gaps between rich and poor were the main themes to emerge from October's Central Committee meeting. The communique from the plenum, the first under the leadership of President Hu Jintao, promised that 'non-state enterprises [should] enjoy equal treatment in such areas as investment, taxation, land-use and foreign trade'.
The message was softened by offering only vague promises for the protection of property rights and stressed a commitment to the continuing strong role of state industry. It stated that a shareholding corporate system should be the norm for publicly owned enterprises, with varying levels of direct state ownership allowed.
