Shanghai considers free port

The Shanghai city government is considering granting free port status to the deep-water facility being built along Zhejiang's Yangshan islands. The policy is being examined as a way of enticing the world's top shipping companies to move their China or Asia head offices to Shanghai.

In terms of infrastructure China is approaching the quality of the world's top shipping centers but more work needs to be done to improve administration, laws and efficiency. If approved, the Yangshan deep-water port will become the mainland's first free port.
