China’s State Council, or cabinet, has issued an "urgent" notice to local governments requiring the formation and implementation of new compensation standards for land requisition before July, state media reported. The order comes after a number of violent confrontations between local authorities and residents who were being forced out of their homes to make way for new developments. The new government order requires local governments to "pay heed to ‘reasonable’ requirements of people whose homes are to be pulled down." The State Council notice also said that officials responsible for "vicious incidents" caused by demolition or land requisition will be held accountable. The rights of property owners, including compensation for land requisition, are still not recognized in the current Regulation on Urban Housing Demolition.
