As talks with US trade officials begin Friday in Beijing, China has already exceeded, or is approaching, US quotas on some Chinese textile imports for 2005. The talks are a warm-up to high-level talks Monday under the US-China Joint Commission on Commerce and Trade. The JCCT talks will cover a range of issues that recently have strained bilateral relations, including textile trade, China's ongoing IPR problem and US efforts to get Beijing to open its government procurement to foreign competition.
