The European Union foreign policy head, Javier Solana, said the EU should lift the arms embargo against China in order to "build trust" with the Mainland, Agence France Presse reported. Japanese Prime Minister Junichiro Koizumi voiced opposition to the EU's plans in summit talks with European leaders in Luxembourg.
