China's urban unemployment rate was 4.2% in June, Ministry of Labor and Social Security figures show, identical to the jobless rate in the same month last year. The unemployment rate for the first quarter was also 4.2%, according to the National Development and Reform Commission, which is aiming to keep the rate below 4.6%. State media said China's goal is to keep the rate below 5% until 2010. Although the government wants to maintain strong economic growth, it is concerned that quick expansion in fixed-asset investment could lead to overcapacity and job losses, the Wall Street Journal reported.
