The US and five other nations, including China and India, agreed this week on a partnership to use cleaner energy technologies to curb climate-changing pollution. The agreement, which is not viewed as a replacement for the Kyoto climate pact, does not bind any country to specific emission reductions. Washington has opposed the Kyoto pact because it doesn't require China, India and other rapidly industrializing countries to reduce greenhouse gas emissions.
