The final draft of US proposals to tighten controls on high technology exports to China was described by Beijing as "disappointing", the Financial Times reported, citing a trade insider. The draft, which was presented by the US Commerce Department to its counterpart in China last Friday, is also expected to be opposed by US industry, which argues that foreign competitors are not bound by the same restrictions on transfers of civilian technology. The proposal is expected to be published soon in the Federal Register for a 120-day period of public comment.
