The vice-governor of Liaoning Province lost his post after 214 miners died in a gas explosion, becoming the first ministerial government official to lose his job since China established the "take the blame and resign" system to impose accountability for workplace injuries and deaths. Beijing said it would invest RMB3bn (US$361m) this year to improve work safety in major state-owned coal mines.
