"If managers of those centrally-administered state-owned enterprises do not want to give up their special identity of being officers and businessmen at the same time and being given the monopoly benefits their enterprises enjoy, the government should set up proper salary standards to restrict those enjoying double earnings, which is the worst stimulus system."
