Twenty-one fetuses and infant corpses were discovered in the Guangfu River outside of Jinan in Shandong province Sunday, state media reported. An ongoing investigation revealed that eight of the bodies had tags with clinical data attached to their feet, revealing that the corpses came from the nearby affiliated hospital of Jining Medical University. The origins of the other 13 bodies are unknown. According to regulations, deceased infants or aborted fetuses are treated as "medical waste" and should be disposed of through cremation. However, hospital morgues frequently have a large number of unclaimed bodies that remain ungoverned by laws or regulations for disposal.
