Flames roared back to life at the Dragon Aromatics chemical plant in Zhangzhou, Fujian province on Wednesday for the second time, prompting the evacuation of 14,000 nearby residents as the fire spread to a fourth oil tank of about 1,500 tons, South China Morning Post reported. The resurgence occurred shortly after officials said the fires at the paraxylene plant had been put out. One resident, owner of a local seahorse farm, said he woke Tuesday to find much of his herd of more than 10,000 animals dead in the water.
