China Academy of Sciences member calls for national CO2 cap

Wang Yi, advisor to China’s climate negotiation team and China Academy of Sciences member, has called in a legislative proposal for an absolute carbon dioxide emissions cap of about 10 gigatons for 2020 to be included in China’s five year plan for 2016-2020, Reuters reported, citing an email from Wang. That cap does not appear to be a permanent level, as Wang’s proposal is based on studies showing emissions peaking around 2030 at 11-12 gigatons, and reaching 9.5-10.5 gigatons by 2020.
