The Chinese government declared victory over avian influenza and lifted quarantine measures in the cities of Nanning, Guangxi Zhuang Autonomous Region and Lhasa, Tibet. The Ministry of Agriculture announced that no new cases had emerged for 29 days. Ministry officials said that plans for a laboratory system and animal disease control center were under consideration to prevent future outbreaks of animal-borne diseases.
