In its 2010 report on China, the Organization for Economic Cooperation and Development said: "Although the patent system in China is now in line with international standards and conventions, infringement of intellectual property rights (IPR) remains a problem."
There are positive signs. The number of patents filed in China last year rose 17.9% to nearly 980,000 applications, which Liao Tao, director general of the general department of the State Intellectual Property Office, described as a reflection of "significant progress in the country’s capacity for innovation."
Dubai newspaper The National quoted Professor Feng Xiaoqing of the Institute of Intellectual Property Law at the China University of Political Science and Law as saying, "Companies also should set up early-warning systems inside the company, and Chinese companies need to learn from the experience of western enterprises. They can set up systems to protect their IP on multiple levels."
