China should divide its territory into much smaller provinces to help the central government break down local protectionism and improve efficiency, according to a group of top official think tanks.
Under the proposal, the country would be redrawn into 50 to 60 provinces from the present 28 provinces and autonomous regions, four municipalities and two special administrative regions. Each province would be much smaller to make them easier to govern.
Government researchers at the State Development and Reform Commission, said provinces were often locked in petty rivalries, which in turn led to uncoordinated development and duplicated investments.
