Japan considering WTO complaint

Japan announced it is considering raising a formal complaint at the WTO against China's semiconductor tax rebates. Japan said it plans to lodge the complaint if China doesn�t allow it to participate in trade talks concurrently with the US. The US made a WTO complaint against China in March, claiming China unfairly favors mainland-based chip manufacturers by giving them tax rebates not offered to overseas manufacturers. According to WTO rules, China has the power to keep Japan out of consultation-phase talks. If initial talks do not succeed, China could not bar Japan from participating in a full WTO resolution panel.
