China's top leaders held the annual Central Economic Work Conference in Beijing to establish the country's economic guidelines for 2004.
An emphasis was placed on agriculture and unemployment as well as accelerating economic restructuring, coordination between regions and opening further to foreign investment.
The conference concluded that the Chinese economy is in the upward phase of the economic cycle and the government would not initiate policies to either slow down or speed up the country's economic growth.
