Severe power shortages cost Guangzhou RMB10bn in lost industrial output in the first quarter, creating a shortfall in GDP, which grew 9.4% last quarter, 2.4% below its 12% target, state media reported, citing Vice-Mayor Lin Yuanhe. Land shortages, rising raw material costs and inventory also restrained GDP growth.
