Power shutdowns dampen consumption

Beijing's municipal government said rotational factory shutdowns helped cut electricity consumption by as much as 3% in a single week. The scheme covers 5,300 factories which are required to suspend operations for one week between mid-July and mid-August, when power demand is at its highest in the capital. So far, 24 provinces have been hit with power failures this year.
