Regulator: Electricity reform falls short

A reform campaign to reduce power conglomerates' dominance of the sector has undermined by insufficient government support and ineffective regulation, according to a report by an industry watchdog. The report, by Yang Mingzhou of the State Electricity Regulatory Commission, appeared in Guangdong province's Nanfang Daily. The that commenced in the 2002, which ended the monopoly of the now-defunct State Power Corporation, failed to achieve objectives because of opposition from utilities and their supporters. "Only marketization can prevail… maintaining the old practices is doomed," the report said.
