Washington raising tensions over China's currency

The Bush administration said in its twice-a-year report to Congress that China could be cited as a "manipulative trade partner" and face economic sanctions unless it moves quickly to reform its currency system. This was the administration's strongest warning since it began pushing China to overhaul its currency two years ago. .
