Chinese General Xu Caihou says that China has no intention of starting a regional hegemony or provoking a new arms race, Bloomberg reported. In a speech at the Center for Strategic and International Studies in Washington, Xu, who is second in command of China’s military, said that the country wanted to continue to play a role in peacekeeping and relief missions as well as developing military-to-military relations with the US. Xu said that China would only react with military force if the country were attacked. Xu also revealed that China spends 1.4% of its GDP on defense, compared with 4.8% in the US.
