The State Council released the latest draft of a ban on smoking in public spaces for public consultation Monday, South China Morning Post reported. The draft regulations would ban smoking at all indoor and some outdoor public spaces in China, which is the world’s largest cigarette manufacturer and consumer, with more than 300 million smokers. However, they stop short of full legislation, and a tobacco control law has yet to materialize. That may be related to the fact that 7-10% of China’s tax revenues come from the state-run tobacco industry, according to a study by the Brookings Institution.
